Huangshi City 13th Five-Year Plan Outline for Accelerating Manufacturing Industry

Transformational Development

Actively align with the "Made in China 2025" and "Internet Plus" action plans, implement the "Revitalization of Huangshi Manufacturing and Accelerate Industrial Transformation Development Action Plan", accelerate breakthroughs in key links of the technology chain, value chain, and industrial chain, promote the upgrade of "Huangshi Manufacturing" to "Huangshi Creation" and "Huangshi Intelligent Manufacturing", build a complete industrial system that connects upstream and midstream, cultivate three trillion-yuan industrial clusters in black metals, non-ferrous metals, and electronic information, and three 500 billion-yuan industrial clusters in equipment manufacturing, life and health, and complete vehicles and auto parts, as well as four 200 billion-yuan industrial clusters in new building materials, new energy, textiles and clothing, and fine chemicals, achieving a breakthrough of over 1,300 industrial enterprises above designated size, and creating a national important electronic information industry base, a deep processing base for special steel and copper products, a life and health industry base, an energy-saving and environmental protection industry base, and a regional advanced manufacturing center.

1. Implement the Emerging Industry Expansion Project

Focusing on industries such as electronic information, energy conservation and environmental protection, new materials, new energy vehicles and auto parts, and new energy, vigorously develop strategic emerging industries, and accelerate their cultivation into pillar industries. Strive to exceed 200 billion yuan in output value of strategic emerging industries in the city by 2020.

Electronic Information Industry. Following the idea of "highlighting characteristics, amplifying advantages, seizing high points, and developing terminals", promote breakthrough development of the electronic information industry, aiming to establish the third largest PCB production cluster in the country and a demonstration zone for ecological electronic information industry by 2020. Relying on key enterprises such as Hushi Electronics, Xinxing Electronics, and Shangda Electronics, develop high-tech PCB manufacturing industry, focusing on high-end products such as multilayer circuit boards, flexible boards (FPC), high-density interconnect boards (HDI), and packaging substrates; vigorously develop application electronic industries such as automotive electronics, financial electronics, transportation electronics, and instruments, as well as flat display and upstream and downstream supporting industries. Actively develop the mobile terminal industry, mainly focusing on products such as smartphones, tablets, and wearable devices, and extend industries such as packaging and testing supporting industries that match the integrated circuit industry cluster in Wuhan, as well as LED and downstream application industries.

Energy Conservation and Environmental Protection Industry. Focused on key areas with broad market applications, significant energy-saving and emission reduction potential, and obvious demand pull effects, strengthen the research, manufacturing, promotion, and application of new technologies, equipment, and products for energy conservation and environmental protection, accelerate the expansion of the scale of the energy conservation and environmental protection industry, and build a national energy conservation and environmental protection industry base. Encourage the development of complete sets of technical equipment for solid waste disposal and utilization, industrial flue gas desulfurization, efficient dust removal and acid mist removal equipment, modular combined dust removal equipment, and high-pressure dust removal equipment. Promote the construction of the Daye Environmental Protection Industrial Park, create a national energy conservation and environmental protection industrial park, and rely on key enterprises such as Huaxin Equipment and Lantian Environmental Protection to accelerate the industrialization of environmental protection technology equipment. Relying on key enterprises such as Dongbei and Difen, develop high-efficiency refrigeration compressors, heat exchangers, and other products to create the largest compressor production base in the country. Encourage the development of resource comprehensive utilization industries, accelerate the construction of the Daye Non-ferrous National "Urban Mining" demonstration base, and promote the recycling of non-metallic and metallic minerals.

New Materials Industry. With a development direction of refinement, high functionality, and composite materials, develop a batch of high-performance, high-tech new functional materials and structural materials, promote the upgrade and replacement of the materials industry, and build our city into an important new materials production base. Focus on developing advanced structural materials for key components in special industries, ultra-thin coated sheets, precision copper structural materials, new alloy materials, and special aerospace high-performance wires, as well as new inorganic non-metallic materials, new polymer materials, new composite materials, and new functional materials.

New Energy Vehicles and Auto Parts Industry. Increase targeted investment attraction efforts, actively introduce new energy vehicle projects to layout Huangshi, and create a new energy vehicle R&D base. Focus on developing pure electric buses, passenger cars, commuter vehicles, and logistics vehicles, and vigorously develop new energy special vehicles, along with supporting the development of vehicle power battery manufacturing. Relying on key enterprises such as Sihuan Clutch, Anda, Aoleisi Tires, and Hartbell Bearings, actively develop key assemblies and parts for automobiles.

New Energy Industry. Focusing on new energy equipment manufacturing and new energy promotion and application, strengthen policy guidance and support, lead the high starting point green development of the new energy industry, and strive to successfully create a national new energy demonstration city by 2020. Actively develop the new energy equipment manufacturing industry, with a focus on supporting enterprises such as Dongbei Solar and Rixin Photovoltaics, to develop solar photovoltaic equipment, solar and wind energy control inverter integrated machines, and other products. Accelerate the promotion of photovoltaic power generation applications, optimize the development of wind power, orderly develop biomass direct combustion power generation, and implement new energy projects such as solar photovoltaic power generation, urban household waste utilization for power generation, biogas utilization for power generation, wind power generation, and geothermal power generation.

2. Implement the Traditional Industry Upgrade Project

With supply-side reform as the direction, accelerate the elimination of backward production capacity, promote enterprise mergers and reorganizations, support key enterprises in implementing technological transformations, adjust and optimize product structures, accelerate transformation and development, enhance market competitiveness, and seize the high ground of the industry. Focused on breakthroughs in key technologies, intelligent upgrades, and green transformations, actively carry out national industrial green transformation development pilot projects, accelerate the transformation and upgrading of traditional pillar industries such as black metals, non-ferrous metals, and new building materials, improve quality and efficiency, and upgrade to mid-to-high-end development, creating a characteristic metallurgy extension processing industry base with first-class domestic standards, and cultivate two trillion-yuan industrial clusters in special steel and deep processing of copper products.

Black Metal Industry. Following the idea of "quality improvement and upgrading, intelligent transformation, and mergers and reorganizations", accelerate the transformation and upgrading of the steel industry, creating a research, production, and sales base for special steel with global core competitiveness, and establish a special steel and extension industrial cluster exceeding 100 billion yuan. Support enterprises such as Xinye Steel to seize opportunities such as high-speed rail going abroad and the application of new technologies in shale gas extraction, focusing on developing high-end special steel products mainly for high-speed railway axle steel, oil drilling pipes, and aerospace steel. Strengthen international capacity cooperation around the large-scale infrastructure construction of the "Belt and Road" initiative, and focus on supporting Xinye Special Steel and emerging pipe industries to transfer and develop high-quality capacity for seamless steel pipes, ductile iron pipes, and high-grade plates. Support key enterprises such as Baosteel Huangshi Company and Shanlixingye Thin Plate to rely on the highly concentrated advantages of the automotive industry in Wuhan, focusing on developing manufacturing steel mainly for coated thin plates, precision stainless steel cold-rolled thin plates, and high-grade matte color plates, as well as mechanical basic components mainly for bearings and bearing blanks, and fasteners.

New Building Materials Industry. Following the requirements of "environmental protection transformation, mergers and reorganizations, and overseas expansion", develop new building materials and accelerate industrial structure adjustment. With Huaxin Cement as the leader, seize the opportunities of the "Belt and Road" initiative, implement an overseas expansion strategy, and strengthen the cement industry brand. Encourage mergers and reorganizations in the cement industry to enhance the proportion of collaborative disposal capacity production lines. Accelerate the rational utilization of non-metallic mineral resources and industrial waste, develop cement kiln collaborative waste treatment technology, and achieve product transformation and environmental protection transformation. Vigorously develop new wall materials, accelerate the development of inorganic non-metal new materials, new wall materials, high-end decorative materials, large stone processing, and mid-to-high-end ceramic products, guiding key building material enterprises to adjust and optimize their industrial structure. Promote the integrated development of the building materials industry and the construction industry, and accelerate the development of new green energy-saving products that are modular, standardized, large-scale, and series.
